Strung out prostitute Heather Manuel a.k.a. Heather Manuel Roberts was arrested on drug paraphernalia and HIV exposure charges when narcotics officers raided a Royal Inn hotel room at the 1800 block of Northwest Evangeline Thruway. Police discovered Roberts and an unidentified male in room 230 surrounded by drug related items.
